No you cannot get K'jarr weapons themselves via save wizard. Yes you can use the zenny/point cheat perfectly fine, but it will NOT pop the trophy/achievement for it since you are just bypassing the amount for it, if you care about that stuff (i don't) The only "requirement" is that the Blacksmith has the option for you to make it in general.
I'll be honest, this was when the game was somewhat new that I modified my save so timelines of when I did stuff is hazy, but I was most certainly wearing items from monsters I haven't even attempted yet. It WILL say that you have 0 materials to make the item but if you click the button it will make it anyway. If it shows you the item, you can make it.
